Is there a precedent for how low the population of a server should be before being up for consideration for a server merge?

I know server merges are around the corner, but I thought I'd recommend server 113, in case it was not up for consideration. We're effectively down to two groups for GNW, as the remaining groups are below the required activity level or are intending to disband, and thus about to drop below the required activity level shortly.
