That's because if the clone is immobile/sleeping, he can't attack. To avoid that, he summons another to attack on next round.

if this is a bug it needs to be fixed fast ppl are taking advantage of this in ranked battle purposly setting the formation against all fire mains to proc the double clone winning ranked battles they originally wouldnt win

The alternative is that he gets to do his attack even if the clone is sleeped, potentially starting off a chase chain and dealing massive damage to face.
I mean only his clone is alseep, so it won't make any sense if HE doesn't do anything, so which would you prefer? him attacking or summoning another clone?

Its not a bug because its his Standard Attack to release a clone and if he cannot use the passive(Which is to attack) then he will use his standard attack which is the shadow clone Jutsu.

I am wondering, is GNW Kiba not in the same boat ?But if Kiba Clone is asleep, GNW Kiba still attacks with guaranteed knockdown.

To be honest, Naruto is kinda bugged or way too OP not Kiba. Kiba GNW clone is not the same as Sage's Naruto.
Naruto shadow clone jutsu is way too different from Kiba's. I mean the guy is freaking animal :P, kill his clone or focus him and he is done depending on the situation. Clone will not replicate leaving Kiba defenseless, unless you have Karin (or other character) to perform bond combo.

Plus, if you watch closely the attack pattern even in passive from Naruto Sage is way too similar as Orochimaru Traitor. That badass will directly summon other kages even if you lose your main.

No its not guaranteed. If Akamaru doesnt move Kiba still have combo but not 100%

You can see it in the animation: they attack together, so it is 100 %.

3* Naruto and Naruto both have summoning clone(s) as standard attack and a passive that replace said standard attack with special attack if a clone is present. So of course if they can't perform that special aatack, they will summon clone(s).
GNW Kiba on the other hand has a standard attack which is just an normal attack, and a passive that replace said standard attack with special attack if the clone is present.

I stand corrected, when Kiba clone is asleep, he attacks only by himself.
So everthing is fair.
