Im not sure if this is where to post this, but i was just in game, and was talking in world chat, and there is this person in there, who some how, who i never spoke with before or another, said exactly the area, and state of where im from. The only plausable way i can see he would know of this, was through some how gaining access to my IP address and tracing it.

Hello,

normal players don't have access to your IP or personal information. But it is not that hard to trace your IP address and location (if you know how to do it). Sadly, there is nothing we can do about it.
