This only applies for dead servers:
1.) First leaders need to know if that player is active on the GNW & the game itself so perfect attendance will get priority.
2.) Since server is dead that means nine tails event can't be achieve, so I'll based my packs based on average damage of nine tails per week. This method also help you decide on #1 rule since some players just skip this event and attend only during GNW. If other groups follow this distribution pack all will be happy because your server can kill nine tails even if your low on numbers. Of course they need to spend coupons for more damage but more damage = pack since they carry the event and spend for it.
3.) Group contribution doesn't matter but if they want to gain more power & deal more damage in nine tails then they have no choice but to donate/attend group activities. If ever new members joined then set a contribution mark-up to be eligible on getting a pack and to know if those players loyal until the end (at least 5k points).
4.) Of course it's unfair for those low level players that can only deal low damage on nine tails nothing can be done. Those players qualified on getting a pack may transfer the rewards to others players if they wish too. Aside from the conditions I also gave packs that reach lvl 70+ and saved at least 50-60 seal scrolls because it's easier to get a rare ninja on that treasure but still the leaders decision if they want that player improve his/her ninjas just * to #1 & #2. One by one players leave group because of lack of patience & stubborness and in the end only those active stay and much easier to distribute packs.
----To sum up you need to give packs for those players not only just active on the group but also the game itself, thus attending all timed events especially during nine tails which is the main purpose of this method. Once server merge comes you may still use this method if your server still can't kill the fox until the time players don't need to spend a single coupon just to kill the fox.
