We do a rotation.Power and level is not a requirement.We base it off of who plays and how many times they play.That is how our packs are distributed.You need to have 1 person in charge of keeping records for this because the system resets every week.This keeps players interested and playing.Who ever is in charge of this needs to keep a record of who gets what pack so the same person doesnt get the same pack every week.This way everyone who participates gets a pack one way or another.
