It's an interesting idea and personally, I think it's pretty neat!

However, it's unlike Oasis (and even Tencent for that matter) to just give out fragments for characters so easily. There probably won't be an event like this...

Although, I really wouldn't mind a series of events with a theme to them; maybe with rewards like awakening materials or something?
