Jiraya is an okay ninja, you'll rarely ever see him used in any team outside of some fun arena builds. All it would take to make him fit a specific niche is to make his standard mixed damage. That way he could be a poor man's Animal Path Pain for Azure Poison Tai builds.

That is because you need Sage mode Jiraiya to get the prompt skill. Sanin Jiraiya is pretty much useless in my opinion.

Regardless if he's good or not. If you like him, use him. He has his uses. Come on, who doesn't like seeing a guy jump on the back of a toad breathing fire down on a group of ninja's?

Even if his attack was mixed or Tai would not use him as water, Tobi or GNW Kank fit same teams he does and they are just better. He has a niche use already, he works ok on chakra generation ranked teams with Orochimaru or Jigokudo until you get better aoe damage ninjas.

If you want a good aoe ninja use GNW Kiba with poison tai and sasuke for ignite followup.
