I'm a fan of Iruka, for obvious reasons, but having a guaranteed combo start at lower levels is worth way more than the shield is, in my opinion, especially when you're up against people who are 1k-2k power over you. They'll be able to eat through that shield, but being able to potentially combo-kill a character on turn 2 is a huge advantage, especially with Tobi acting first. Plus, you want to actually get use out of Hinata's ability, so make sure she goes front line.
The difficult part of this build is to hit the right timing and target for your main's Immobile special. You want to hit something that will either be a combo starter, or something that's slower than your main is (usually whatever they have last) to counter an ability. That was you counter a ton of damage, or set them back at least 2 turns waiting for their ULT to cool down.
If you're not confident with your ability to guess what they'll do, or your internet connection is a little laggy, you can switch over to the High Float ULT and increase the damage instead of having the instant-counter.
