It's around 10 total Packs..
Seems to be like, 3 Legendary, 5 Hero, and 7 Elite packs.

I thought it was always same, first group gets 9 and upgraded convoy npc, 2 - 8 get 10.

1st - 3/4/2
2nd - 3rd - 2/4/4
4th - 8th - 0/2/8

getting 2nd got my group
2/4/4 once
Last place was
0/2/8 (only 6 groups participate or 5)

another time we got
1/3/7 or around there but I remember 1 legendary pack for sure.
