Your in luck, Apple have been kind enough to allow Flash on Mac, this is not the case on iphones or their ipads, only puffin browser is the savior there :lol

Isn't this game a mobile app in the Chinese version? So wouldn't it be logical to also make a mobile app for iOS and Android too?

No it is not the same game you are thinking about. The other one has a completely different game style.
