Naruto was a decent show and most things in it made decent amounts of sense. Naruto Shippuden was just so bad I don't even know how to describe how atrocious it was.
For Sasuke and Naruto getting whooped by Lee, well, Lee was taught by a jounin, Gai, who could keep up with his generation's prodigy in all things ninja, Kakashi, since his academy days. Neither Sasuke nor Naruto could keep up with Haku's speed at all in wave. Sasuke was able to singe Haku's clothing a bit with an AOE fireball. Naruto got stabbed until Kyuubi came out and curbstomped Haku for him.
So Lee, being even a little faster than Haku, would have been able to easily throw around Sasuke and Naruto.
Next, Kiba actually was one of the best ninja in his graduating class, so no real surprise there. Literally all Naruto powered up after the academy was the Shadow Clone Jutsu, who were equally * at fighting as the original Naruto, who was the dead last, as in worst in his class by a large gap. Also, Naruto's chakra control was even shoddier th*ual with Orochimaru's seal, and Naruto should have lost. The fart was a lucky break, which made sense against enhanced senses that was being further enhanced by chakra, but still was kind of bull* plot armor.
Naruto and Gaara's epic battle made sense. They were both slow heavy hitters, so no real shinobish skill was displayed in that battle, which was just an epic slugfest. The skills they displayed were like the skills Konohamaru's * had, just powered with a *ton of chakra, thus the destructive power. Bijuu were the ultimate "holy * run" enemies in Naruto, so it made sense that their fight had more destruction than Hiruzen and Orochimaru's fight.
As for learning summoning, I got the impression that summoning consisted of throwing large amounts of chakra at the space time continuum to make a wormhole, with very little chakra control involved. The main difficulty of the summoning jutsu was gathering enough chakra to use at once, which would have been little to know problem for Naruto.
Naruto should have never been able to muster the chakra control for the Rasengan. We know his chakra control is * for basically every time Naruto looks for someone to teach him, and the Rasengn on the wiki is a technique that is the highest for of shape manipulation, aka super chakra control required. Naruto should never have been able to use it.
To be fair, in Naruto, Bijuu were still more powerful than just large animals, so him beating around enemies while using the Kyuubi's chakra isn't much of a stretch.
The rest of your post was about shippuden, which i thought was *, so I can't even remotely defend it.
