[ Bugs ] Server Opening Event Glitch?

There seems to be a glitch on the level up section where it says im level 28 instead of lvl 39 so im a bit confused and annoyed that i havent been able to get my reward :/ If you can help then great, im in s153 white tiger and my IGN is RogerBach.
