I bought him 2 stars for 780 coupons, and as far as have experienced so far. He is absolutely whorth it!
His passive is really good, and his chase does a LOT of damage!

He is especially worth it if you're a Fire main fighting Nine Tails. (Or if you run Konoha ninjas period in Nine Tails)

Had I known about this, I would have skipped the last few events they had and saved coupons. Hopefully he shows up in the event for next week. Iruka players monopolize the game to an unfair level and everyone having more opportunities to get him will certainly even the playing field.
