Everyone probably knows this by now, but wind main is probably the worst main. Water is in a slightly better position, but not by much. This is a suggestion that might help change that.
The majority of people on my server play Light, Fire, or Earth. That is for a simple reason, which is that they are simple to understand and easy to use.
Light main, buff your attack as high as it can get and hope to kill your opponents before they kill you.
Fire main, either buff ur ninjutsu as high as it can get and nuke ur enemies before they kill you, or sleep/control/burn your way to victory with status.
Earth main, high res and def as a tank. use res to build shields, use def to tank attacks. Continue and shield shield shield... Either sustain your way to round 10 or have shields guard your dps to take out they enemy dps easier and less risky.
Builds devitating from those main concepts for the above mains are rare to come by and are usually not very effective.
The thing with water and wind is there are no real fallback strategies to go with, and their stats reflect that.
Water and Wind have control, heal/cleanse, and damage builds, but they are not really great at any of them. The reason for that is that they have no clue what to do with their growth rates. Their res is their best growth rate, but as far as anyone not a dev is concerned, none of their talents are based on res. So they go with their next highest stat, which is ninjutsu.
Instead of having their best stat be useless outside of being hit with ninjutsu, their best stat should probably switched to ninjutsu so they can hit/heal harder. When you are attacked and comboed, having high res will rarely be useful unless your opponent is using *l ninjutsu based team, which is rarely the case.

wind stats growths water stats growths
life *** life ***
atk ** atk *
def ** def ***
nin **** nin ***
res ** res ***
