You could try and heal off the debuffs, but naturally with fair bulk and good first hit speed, You can take them down. Weaken the one that provides the heavy combo setup into tobi, (Ex Kakashi, Sasuke+Hinata, etc.) Mostly the paralyzing ninja's, so they can't break your own combo.

Speed + Good damage output = Crippled generic fire
Bulk + Debuff removal + Damage output = Also crippling.

honestly, only fire team I can't beat atm are the heavy spenders, but not all of them are in fire, so I have no complaints.
