  From what I realized, Tobi doesn't dodge Neji's mystery, use it to your advantage.
  Neji on first move usually move faster than firemain, who is usually on the 3rd or 4th move.
  Counter mirror genjutsu with mirror genjutsu or debuffs.
  
  What I usually do is I acupuncture Tobi and take out Kakashi, which means I take no damage from mystery in the second round.
