You click on someones user name and it will give you multiple options. Passing on the position should be one of them.

Yes, like @Lightning Blade said to you. Once transferred bare in mind that if you want to get back to that position and you assigned a new leader you have to pick someone you trust. Just in case you want to be a leader again.
