why Naruto 4 taiils has clearly passive ( gain 0.8% strength for 1% health lost) but others ninja like Hinata, Naruto, ninja who can evade dont have ? :D

I think what OP means is why narutos passive effect clearly defined by the other ninjas passive effects are hidden.
