Its only on new servers. And once that event is over it will never return.

Actually in the other versions they do have other recharge events to get exclusive ninjas. I think one was top up a huge sum of money at once to get Itachi or 3rd Hokage. There's always going to be events in the future as the server evolves. The next one should be when everyone is hitting level 60ish range.
