Since you don't have Zabuza, I'll need to think of someone to replace him, but when I was a lower level I had good luck with Tenten, Haku, and and Zabuza, though you may be able to replace Zabuza with a healer like Sakura or Kabuto in order to use your main for damage. The combos not absolutely fantastic but what is good is the crit buff Tenten gives you (especially if you c*e neurotoxin) or using water boosting and doing as much damage as possible to take out a main.

However, this sort of formation won't work past level 50. Water's primary role is being the best healer in the game, or doing an absolutely insane amount of poison dmg. (Personally I use her as a tanky healer and rely on my team to do the primary damage).
