What do you mean by "won't let you submit the report"? In most cases that means:
1. Your files attached are too large (2mb limit)
2. You have too much text
Try shortening your text (specifically fewer characters) and submitting the ticket again.
As for your issue on recharging where it says "no character found", try recharging on browser or toggling the drop down on step 1 to a different server then back to the server on which you wish to recharge.
