1＃ Go ToThis roulette has no chance of winning the legendary ninja, the winning percentage needs to be changed. I spent about 20,000 coupons and didn't win the ninja, and now in this new server 2676 I also didn't win spending 6,000 coupons. Couldn't you at least improve this for the new server?

No amount guarantees a jackpot. If your goal is a jackpot, you will be sorely disappointed each time you participate. If you think about it, "improving" the drop rate would only mean that more players are more likely to get said item, making the overall jackpot less valuable.
