No amount guarantees a jackpot. If your goal is a jackpot, you will be sorely disappointed each time you participate. If you think about it, "improving" the drop rate would only mean that more players are more likely to get said item, making the overall jackpot less valuable.

but @ starbucks for sure some amount of coups must secure the jackpot cause due to chinese law normally the chance of hitting the jackpot must be shown at the event. same goes for all other chances.

its pretty much how it works ^^. dont think the code has changed that much last years in its basics. Its been now some years but to the time when kakuzu earthgrudge was the newest ninja to get some german player collected some data first just based on simply probability calculations and when they had some assumptions to the mechanics they did reverse engineering to get more practical data.

result of that was pretty simple a set up range of coups / gold had to be spend to the wheel within a range of servers to trigger the jackpot. i am not sure at wich range of server but i think its based on the servers who are grouped for cross server. back in the days the needed coups / gold amount was between 2500 and 5000. for pain the trigger is at 15k+.

its possible that theire are more variables that have influence but that i cant say for sure at least not without new observations and new calculations.

Plenty of data from EN (non German / DE) players proving otherwise. There is no amount of coupons that guarantees a certain prize, as per staff statements on things like Discord, forum, etc. If you want to believe there is a threshold, you are free to do so.
