hi i am a new player just joined today and i see every1 having him on my server but where is he from? and is this a good time/event to invest into the game? i can invest around 100-500 dollars so i would like some opinions on this

It is from the 9th anniversary mail. You should make a CS ticket via the ? icon at the top right of your client if you didn't receive the mail.

The mail with Hidan, the Kurama title, etc. seems to be an anniversary exclusive mail.

Servers after will not get anniversary mail as they didn't exist during the anniversary. Hidan could appear in future hot topics though, so he's not limited in that sense.
