Nope.
PvE is stagnant for years. Not single update to plot instances, Team Instances only get one of two special instances from time to time for one week. Ninja exam stack at level 500, but do not worry as you can only dream getting there without broken meta ninjas and those are pay walled.
And PvP is only for whales to compensate for certain downsides of their bodies with their credit cards. -

Also, little update.
4* full BT Rage Obito
4* Mecha Kurama
4* full BT Ronin Haku
with power level around 2.9M are capable of finishing Ninja Exam. Ronin Haku needs to be changed for Edo Hiruzen when Lightning puppets are present (Mecha Naruto initial mystery can deal with one, but two spread between lineups will be probably too much). -
