I'm in his group in that server. He bugs me all the time to do ti and sa but never knew he was like this. I've been debating whether or not to leave the group and this gave me the final push. I don't know how to report but good luck on finding out how! If I find out I'll edit or do a new reply.

Make a CS ticket in game through the ? icon at top right of your client as misbehavior reports are no longer taken through the forum. Be sure any screenshots include time / date from upper left hand.
