The Impossibility of outdated ninja

There are a lot of ninjas in the game that are just simply outdated and unusable. An example of this being Pain Tendo, without his breakthrough he is just plain terrible. The issue arises that a lot of these ninjas have breakthroughs to counteract their unusability, and to be fair the breakthroughs do make them good and solid choices for teams, however it is impossible to get there fragments to upgrade them to 4 stars anywhere. With pain tendo for example, to get him 4 stars you would have to draw him 5 times from the tendo treasure (assuming hes already recruited) which would cost tens of thousands of coupons/ingots which is just not worth it. If an event would be made that we can redeem these underutilized ninjas at an affordable price (like a discount shop like the black market that refreshes every so often where you could redeem a random selection of these ninjas in exchange for coupons or something) it would just make the game more enjoyable and make these ninjas actually viable.
