I reached Level 29 and it said i got a new function called ninja collection but i cant find it can someone help me?

The ninja collection referenced in the ninja handbook is no longer available in game (replaced with the exchange tab in recruit interface). Unfortunately that means the handbook missions are not able to be completed by new players.
