He is nowhere near broken. He is very useful in most Nature Training (no idea about Water yet and for Lightning SOSP Naruto is probably still better due to nature advantage), very good for Chase Infinity Illusion, but nowhere near level of Pain, BT Indra, BT Asura and BT Shisui (maybe with exception of Arena).

Rage Obito after BT will give an edge against f2p who do not have him, but doesn't change much against whales.
