Just got back into the game after like 2 years of not playing and idk if I can even make a team or if I even have anyone good. Or would it be better to just start on a new server?

2 years is too long, you missed out on too much, doesn't really matter if you go to new server or not

try scouting around more in order to find a place that is worth staying.

yeah, you should make sure naruto 6 path is full breakthrough, you have minato, kushina redhot, nagato edo, level up Ao and b/t him hes good f2p ninja same with sai suit, level up temari gnw for illuisions, get zabuza edo and gengetsu edo theyare strong f2p ninjas, most importantly build up your power
