the leader has to be offline for 168 hours straight (7 days) at the 168-hour mark, senior can impeach at the 182 hour mark, senior and anbu can impeach (24 hours later) at the 206 hour mark, senior, anbu and elite can impeach (48 hours later) at the 240 hour mark, everyone can impeach (72 hours later) impeach cost is 120 ingots, cannot use coupons
