My friend has the action speed to lvl 6, and the rest to 6, his initiative is 920, I have 2 lvl 5 iniatives and the remaining 3 to lvl 4 and mine is 840. So it depends on the levels of all of them to determine how fast you do your jutsus correct? Reply

5 gear pieces are added and also the battle armor. Battle armor provides initiative and other refinement's bonus as well.

Also depends on position. For example, if your sage naruto is in Position 1 and his is in position 2, then you're sage naruto will always go before his no matter what the initiative. initiate only counts when they are in the same position.
