Hello,
This bug occurs sometimes when there is an issue with the character name. Any non-standard letters can cause this interface (and many others) to glitch out. There are a few things you can try to get this to work. You can change your name to something standard, which should fix it. Alternately, if you close and reopen the interface or go into the recharge center from a web browser such as chrome or firefox, this may allow you to recharge without issue.
