Mystery: Decent mystery for a free ninja, interruption, unavoidable and only 20 chakra cost

Standard Attack: Normal, 3 units is a plus

Chase: Wow chaos debuff, haven't seen that in a while. Splash damage is a nice for some extra damage, if low HP then you get even more damage

Passive 1: This is a good support skill for himself and cursed mark ninjas, clearing debuffs and giving extra attacks.

Passive 2: Losing 10% HP to gain 8% atk/nin is a nice exchange, especially if you use a healer with him. Cannot be revived is a weird one

Overall a good free ninja, will definitely be useful for new players. For others he might be more as a collection or you can try him as a cursed mark ninja support.
