This should be based off the total number of occupied inventory slots, rather than the total number of items within those slots.

I'm not sure any official reason has ever been given out for this, but it's probably purposeful since it has never been changed, despite being asked. Unfortunately, they are likely to stay that way, so I would recommend simply opening them.
