This is not a bug. Jackpots are not guaranteed. They are random, hence the "random" part of RNG. We're sorry you weren't lucky enough to get a jackpot this time. Hopefully you are more lucky in the future. However, we would advise not playing RNG/wheel events if not getting jackpots is upsetting, since they are so rare and, again, not guaranteed.
