Both are good choices, can't really go wrong

+2 for more damage/more critical chance

Y only for bigger fights like GNW/Bond arena if you have a possibility of tagging them

+2 in normal fights so you can heal

Now this is a tricky choice, personally people aren't using so much shielding ninjas these days so Y might be a better choice

Breakthrough priority: (just a rough one, because all of the skills are quite good and valuable)

Mystery > Standard > Passives > Chase

Overall a great breakthrough, he is quite usable and fun to play with. Try out some high damage lineups
