Hello, if you read the information stated on the bottom of the second screenshot, the image showing the monthly package that you are trying to purchase, it states that you need to either recharge at least 300 ingots on the day of purchasing it, or have an active jonin medal. If you do not meet at least one of these conditions, then you will not be able to purchase this pack, sorry for the inconvenience!
