Not a bug just like sweeping elite instances you wont always get fragments

but for summons you will always get 25* frag and runes for first time challenging

You will get a big amount of frags on your first capture of a new summon. Afterwards, it will have a chance of giving you fragments.

If you get bread every time, yes you may have a problem. But if it's only occasionally that's completely normal.
