I'm fairly sure that you can only obtain Contracting Scrolls through events.

It's a possible (tho somewhat rare) drop from XGNW packs, dropping 10 at a time iirc
Also konoha great tree has 1 as a milestone

You can get them from X-Server Cross GNW packs, and *1 for ~16k cpns spent in Great Trees.
