Is the SB for Edo Dan's first passive actually broken?

Is it glitched that we can not get the +2 or Y skill?

After 200 pulls and not even getting +1 on it, I have to wonder and ask if its glitched or not?

Hello,
I tested this just now and got the purple +1 on that skill in 15 vials. I believe you are simply getting unlucky. 200 vials isn't a terribly high amount if the skill is particularly rare. However, if you are certain your skillbreak specifically is bugged you can submit a ticket requesting it be looked into.
