I'm on server 1839 and it's about 2 weeks old give or take a couple days. We haven't been able to get onto SWB because it keep saying there aren't enough registrations. Is there a way we can get our server into SWB?

If your server doesn't have enough players to start SWB (most new servers don't) you'll have to wait until a cluster is created for you.
