Deidara RF does not cause irremovable ignition unless the unit is already suffering from clay binding. Unless the unit is already debuffed with clay binding, they will most likely only be given regular ignite instead. The debuff displays here appear very similar, with clay binding and both ignites looking very similar. If your opponents are healing they most likely are not getting irremovable ignition, but are getting regular ignition instead.

If you can get me a video showing a positive landing of clay binding followed by an application of irremovable ignition followed by heals, I can submit this as a bug for you. Please let me know.
