Why is Nine Tails Naruto getting nerfed?

Like, does anyone even use him in the first place?

Why is he getting nerfed? I thought the general consensus in the community was that he isn't powerful enough, and he isn't powerful enought for anyone on my server to use at 2* and I can't see a reason why the devs would nerf and underpowered, rarely used character.

Imo, nerfs are supposed to go to overly used characters when the game wants to make the players vary their lineups/strategies instead of depending on 1 character to carry their team.

No one even uses Nine Tails Naruto after like lvl 40. Wuts goin on?
