Is this normal?

Our server reached 60 days old on Monday 14th Feb. Yet we havnt unlocked cross server stuff like space time, training grounds, sage world and matsuri etc.

I have a theory, but im not entirely sure if its correct, so i guess im looking for information on wether or not my theory is or isnt correct, and if it isnt correct wether or not i should report this as a bug in the appropriate section of the forum.

So my theory is this. Im thinking we didnt unlock cross server stuff yet because our server hit 60th day on a Monday which means at the same time as a new weeks reset on stuff. Therefore that leads me to a conclusion that we will unlock our cross server stuff on this next Monday coming. But as ive stated, im not sure if this is true or if our server is just bugged for some reason. But i have also heard rumors that our server isnt part of a cluster right now which didnt really make sense to me, because our cross server arena matching has worked on time, from the 30th day mark. Im just not sure whats going on atm, thoughts please?
