  • It can be completed. I believe you simply have not done so yet. I believe it is asking for the total number of stars of your ninja. If you star up a ninja or get a new ninja that number should increase.

What..But When I Check My Ninja Collection Tab In My Ninja Handbook For Some Reason Or Another It Stopped Checking My Ninjas' Stars At 393/400 Though (Although I Think This Is A Direct Result Of The Ninja Collection Page Being Shut Down At That Time Though) But Even When I Managed To Collect More Ninjas In My Recruitment List (Currently Speaking Though) Like Kushina (Red Hot Habanero), Izuna Uchiha, Kisame (Samehada Fusion Mode), Sage Of Six Paths Naruto..It Will Always Remain With The Same Statistic For Me Back Then (Personally Speaking Though)
