Skillbreaks have different rarities/chances based on the individual ninja. Unfortunately you will just have to keep trying until you get the skillbreaks you want, or guarantee it through fragment Skill Breakthrough.

i know it might not be what you are asking but to have it a bit easier save around 3.6k cp and draw 500 keys on great plates, that give a good amount of vials and protection for breakthrough, then when you have some, test until you get the last passive first, DONT lock on first gold skill you got cuz some skills are harder to get and some not and is not worth wasting your protection vials on for example chase that always comes gold, i know someone that almost fully bt his naruto except the most important one, the last passive that allows naruto to scale ...
