Yes, it appears that guild chat is restricted, and the *on is gray, but my friends' chat is normal, the *on is blue and they can send messages

The restrictions were put in place due to your selection of Age and Country when prompted after last weeks maintenance.

They will be lifted once you reach the legal age of your country, if you did for any reason input the wrong birth day, you can contact the Costumer Service, so they can reset it for you.

It does sounds like your chat is being restricted due to your age. Due to the GDPR requirements, if you are a minor in your country, you are restricted from speaking in some chats, which may be what you are experiencing. Do you recall the age you put in when prompted by the game? (Do not share it with us, I'm asking if you, yourself, recall what you put in.)
