Here is a team (not so f2p friendly though) that you c*e for the Ninja Exam 456:

Breakthroughs aren't a must but it's much better of course

Round 1: Wait for the standard attacks (last is Naruto) and use Iruka mystery on Jiraiya (if you manage to keep him not-controlled)

Round 2: Wait for the standard attacks, use Naruto mystery on Roshi, Iruka mystery on Killer Bee

Round 3: repeat, mysteries wherever if you have chakra

You should be able to kill them soon after that, spam splash damage on the puppets and save your mysteries on the last round (before the puppets die)
