the first person literally has no name. creating difficulties to even identify my prey. so moderator, is that legal in the game? because everybody has to type a name to begin creating a character for this game. if this is not wrong I will change every single of my characters' ign to look like this.

Hello, certain systems are unable to interpret and display special characters, characters that are not typically used. This player likely used special characters in their name.

I see, that is legal then? That mean I can apply special characters which could not interpret by system as my ign. This could me give advantage in certain events since they don't really know who I am so my possible enemy don't click me.

Hello,
It is not illegal, it is just discouraged since these people have some problems in game, since they will have trouble joining teams or sending DMs. Which version of the miniclient are you using? If you are fully updated to the most recent version of the miniclient you should be able to see these special characters without an issue. The most recent version has corrected the issues with the older versions' issues with being unable to see these special characters.
