this is an item from a possible update that we might or might not see it, technically that is a "blank" tactic page, and you c*e it to upgrade any of the "normal" tactics but again if we will see that update in the future? we dont know

Hello,
The_X is correct. At present this item has no use. The item has currently been removed from packs because it has not been implemented. It may be implemented in a future update, but there are no solid plans to do so right now. You will have to choose if you want to keep the item in your inventory for a possible future use or delete/sell them to free up space.
